Bisei Town's light pollution prevention ordinance encourages the extinguishing of non-essential outdoor lighting after 10 PM. This measure has preserved such darkness that the Milky Way is visible even from the town center.

The observatory's surroundings are even darker, achieving Bortle class 2 conditions. Three decades of light suppression since the ordinance's enactment are evident in the night sky's darkness.
